چکیده

We endow individuals that di¤er in skill levels and tastes for working with altruistic preferences for redistribution in a voting model where a unidimensional redistributive parameter is chosen by majority voting in a direct democracy. When altruistic preferences are desert-sensitive, i.e. when there is a reluctance to redistribute from the hard-working to the lazy, we show that lower levels of redistribution emerge in political equilibrium. We provide empirical evidence, based on the ISSP 1992 dataset, that preferences for redistribution are not purely selfish and that desert-sensitive motivations play a signi…cant role. We estimate that preferences for redistribution are signi…cantly more desert-sensitive in the US than in Europe. We believe that di¤erences in desert-sensitive preferences for redistribution help explain the di¤erent social contracts that prevail in both continents. Keywords: altruism, voting, redistribution, desert, responsibility, compensation. JEL Classi…cation: D31, D63, D64, D72. 1SHERPPA, Ghent University and CORE, Université Catholique de Louvain. Voting on Income Redistribution: How a Little Bit of Altruism Creates Transitivity

We consider an election that is solely concerned with redistribution of income. It is well known that when voters are selfish, there is no political equilibrium. We consider the case where voters are modestly altruistic. We demonstrate that modest altruism results in a unique political equilibrium. We also provide an explanation for why voters are much more altruistic than individuals acting al...

Nber Working Paper Series Equilibrium Tax Rates and Income Redistribution: a Laboratory Study

This paper reports results from a laboratory experiment that investigates the Meltzer-Richard model of equilibrium tax rates, inequality, and income redistribution. We also extend that model to incorporate social preferences in the form of altruism and inequality aversion. The experiment varies the amount of inequality and the collective choice procedure to determine tax rates. We report four m...

Intra-Household Redistribution under Gender-Asymmetric Altruism

Mother or Child? Intra-Household Redistribution under Gender-Asymmetric Altruism In developing societies, social norms typically ascribe differential weights to paternal, maternal and communal (or state) contributions to children’s expenses. Individuals internalize these valuations. I examine a Cournot model of voluntary contribution to children’s goods in a two-adult household, where both spou...

Deviations from Pocketbook Voting in Income Redistribution: Evidence and Implications∗

This paper empirically investigates to what extent individuals vote with their pocketbooks in income redistribution. Survey data on preferences for redistribution show significant deviations from pocketbook voting in the poorest and the richest income groups. Differences in income status, education status, and other factors related to perceived social mobility cannot fully explain cross-country...
